I agree with your way of seeing this to be the case, yet then perhaps one would not need the cards to divine, instead simply use intiution on deep level of either meditation or prayer, because when one look’s at a divining tool, and if they gather information, be it through intuition or actual meanings of symbols or pictures then the meanings of symbols must be clearly understood as to what they exactly mean (or else this becomes intuition readings which requires no tools and should be made clear as such), because the end reading is related to the symbols through and from them, and if the history of tarot is related to astrology then, it is better to do astrology readings instead of tarot readings (well that is my point of view, if the symbols are not known to the reader be it on mental level or intuition level) and I will totally agree with you, that; it is in fact the birth of tarot is the stars (rather measurement of time), yet that very exact knowledge of ancients are not easily known to many tarot practitioners, as you know many people simply read about tarots and utilize human intuition to do a reading, having said that one must fully understand the tool at hand and the meanings of the tools or else, = What you are doing does not matter so much as what you are learning from doing it. It is better not to know and to know that one does not know, than presumptuously to attribute some random meaning to symbols

I think tarot divination is based rather on the intuition of the interpreter than to the deck itself. The cards are a simple compilation of symbols from the astrological tradition.
